The city is a melting pot of occult organizations, strange sects, and whispered rumors. In the air of the world capital of sin, it is questioned what it means to be human. So, as the city moves toward its inevitable and gloomy fate, the oppressive atmosphere becomes increasingly felt, pushing the sanity of investigators to the breaking point.
This book presents Berlin in the 1920s as it would have been experienced by visitors and residents of the time. It provides guidance on how to create investigators for a campaign centered on Berlin, along with organizations of investigators to help the group solidify. Important personalities, key locations, and a system for generating urban landscape details are included. With details on crime and justice, the city's criminal world, and its great culture, the tools provided help the Keeper understand what makes Berlin unique.
Three scenarios are included that cover the entire history of Berlin from the end of the Great War to the rise of Adolf Hitler and the Nazi Party. Each one contains vivid details about Berlin and its inhabitants, focusing on different themes of horror, and can be combined to form a Berlin-based campaign or taken as solo adventures for residents of Berlin or visitors to the city.
In The Devil Eats Flies, Germany is on the brink of economic disaster and political chaos. The ghost of a madman haunts the city, driving its citizens insane. To stop this demonic spirit and save an exiled Russian princess, investigators must make a pact with another sinister power and wonder who else they are willing to see die to save the city.
Dances of Depravity, Horror & Ecstasy takes place during the golden years of the city when the situation has seemingly stabilized and once again prospered. A bumbling sorcerer, a depraved dancer, and a strange sect of gnostic Saturn worshippers threaten to put an end to all this and transform Berlin into a hell of madness and depravity.

Investigators must face a mysterious cabal of important city figures who are determined to exploit the city's world-famous film industry for their insane plans. Trapped in a labyrinth of their own creation and relentlessly pursued by dark forces beyond their understanding, investigators must confront fundamental questions about what is real and what is an illusion.
